Points of discussion proposed by the upcoming Moroccan Presidency for the Marrakech Climate Conference

The upcoming Moroccan Presidency wishes to present some ideas for the agenda and objectives of the COP22 as "food for thought" and as a basis for discussion for the Parties and very much welcomes all suggestions, analysis and proposals.

  1. Ratification of the Paris Agreement

The upcoming Moroccan Presidency proposes that France and Morocco make every effort to ratify the Paris Agreements before COP 22. The upcoming Moroccan Presidency propose to mobilize the greatest possible number of Parties to ratify, accept, approve, or accede, as applicable, the Paris Agreements before COP 22.

  1. Sustainable Development and Climate Action

The upcoming Moroccan presidency recalls the importance of the link, synergy, and interdependency between aspects of the 2030 Agenda for Sustainable Development (and its subsequent SDGs) and the Paris Agreement

  1. Pre-2020

The upcoming Moroccan Presidency proposes to establish a set of priorities for the pre-2020 agenda:

  • Encourage Parties which have not yet done so to expedite the ratification of the Doha Amendment to the Kyoto Protocol
  • Call for Parties to support an amendment of the Montreal Protocol targeted at HFC’s
  • Call for supporting developing countries in preparing their National Adaptation Plans
  • Call for the concrete use of early warning systems in vulnerable countries and territories
  • Provide technical assistance to vulnerable countries for the preparation of bankable projects
  • Mobilize and allocate funds to finance adaptation projects
  • Invite Annex II Parties to contribute financially to the Adaptation Fund
  • Extend renewable energy initiatives
  • Facilitate access to high impact technology, for both mitigation and adaptation purposes
  • Emphasize the need for stronger support initiatives related food security in vulnerable regions of the world, notably in Africa, such as the African Agriculture Adaptation Initiative (AAA).

  1. Nationally Determined Contributions

The upcoming Moroccan Presidency proposes to maintain the mobilization initiated by the French Presidency to encourage as many countries as possible to present their Nationally Determined Contribution during the Marrakech Climate Conference.

The upcoming Moroccan Presidency welcomes the “NDC Partnership” proposed by Germany.

Parties and Non-Parties are encouraged to enhance support for the conception and implementation of NDCs, in particular in assisting developing countries.

The objective is to maintain the dynamism and the spirit of mobilization, trust and high ambition in view of continuing the acceleration of action.

  1. Adaptation

The upcoming Moroccan Presidency would like to encourage a large number of countries to announce their National Adaptation Plans at the COP22.

The upcoming Moroccan Presidency proposes to expedite the process of technical examination of adaptation and calls for enhanced efforts to quantify adaptation needs.

The upcoming Moroccan Presidency calls for Parties to contribute financially to the Adaptation Fund.

The upcoming Moroccan Presidency calls upon Parties and non-parties to conceive and communicate strong business cases arguments for Adaptation to strengthen private sector involvement

  1. Measurement, Reporting and Verification (MRV)

Mechanisms of Measurement, Reporting and Verification are essential to transparency, which is a guiding principle of the Paris Agreement. Likewise, transparency is essential to MRV. The upcoming Moroccan Presidency calls for the definition of the best possible tools to ensure the effectiveness of MRV mechanisms.
