On the left there is a sign or it says "This league of nations bridge was designed by the President of the USA." Nevertheless, we can see that lack a stone on the middle of the bridge, which prevents its inception total. This same stone and the other side of the bridge is the keystone and represents the USA.  Cartoon about the absence of the USA from the League of Nations, depicted as the missing keystone of the arch. The cigar also symbolizes America (Uncle sam) enjoying its wealth. This is odd because it was Woodrow Wilson the president of America that suggested the League of Nations in the treaty of Versailles.

The bridge represents the League of Nations, and the men is Uncle Sam, it represents personification of America is reluctant to place the keystone in the bridge to complete it. This cartoon implies that without America the bridge would collapse. The importance of the gap is to suggest that the bridge will fall apart without the USA. It did survive until the 1930s.
