2nd paragraph > presents the conservative party doctrine: new vision of the party linked to freedom and property > the extension of property ownership. She glorifies the transfer of the public property into personal property. She wants to push the notion of the welfare state > denationalization.

3st paragraph > the climate in Britain has changed dramatically. Open criticism of welfare state. Tries to unite all the notions (property, freedom).

Conclusion: position of T: she’s defending the politics of the conservative party at the moment (beginning of the 80’s), explaining her attitude to freedom and property, criticizing the welfare state and proposing a new political program to the British society based on de-nationalization = the basis of Thatcherism or the new conservative party.

In a few lines, this document encapsulates the qualities, which made mister T success as a leader of the conservative party from 1975 and as Prime Minister from 1975 to 1990. This is a long term vision and a strong which to get the message across.
