6. Better use the budget of Pôle Emploi focusing on regional level.

  • Pôle emploi should be more decentralized in order to answer better to local demand, which means to give more leverage to French region. Actually, at a regional scale it would be much more easier to coordinate the various partners implied in the local economy. The regions would play a bigger part in the budget of the agencies, notably for the purchasing of training. This measure takes on its full meaning with the enforcement of the French regions. The politician Alain Rousset , president of the Association of French Regions, advocates this measure, saying that the current system based on numerous independent agencies under the State’s control is no longer working. Instead a person should be at the head of the job service agencies for each region to provide direction and ambition.

Nonetheless, there are some limits, decentralization could lead to an inequity between regions in term of agencies’ financing. Implementing a boss in each region also risks to be something difficult to accept for the local independent agencies, but it is necessary to set up objectives.

7. Innovate in terms of technology, by using internet to improve the follow-up of unemployed people.

  • Nowadays, almost everyone can access to internet in France. Going to a Pôle emploi agency is a loss of time, in fact there are often a massive amount of people waiting. Sometimes they do not get the the information they want. The project of a website with tutorials to make CVs and visioconferences with referents for unemployed people would be a gain of time and would avert useless moves. It would free the agencies from being overcrowded, and help the advisers to be more relaxed, they would afford a longer and better service for everyone. The Internet would also give more independence to unemployed people. At home, they would benefit from the services of Pôle emploi with a personal follow-up with their referent and advises, on the sector they want to work, methodically organized on the website.

However, it involves some changes for the employments in Pôle emploi. More webmaster will be needed, and formation will have to be given to employees to make them familiar with the new online platform.
