The flaws of Millennium Development Goals is that donors give money to poor countries with no outcome indicator, and undated. The solution would be to give them money, bonuses, only if they prove results, and this, as statistics, measurable data "Researchers at the center … a goal”. For example “donors could…2000 baseline”. The payment would deliver shriller motivations, as well as extra resources. They must prove by figures that they use the money wisely effectively. This will allow a trust between donors and recipients. No progress no bonus.

To me, to come out of poverty a country must have a healthy population, educated, able to work and contribute to the country’s development to grow the economy, so he has more chance to integrate into the globalization, thus enrich itself. Besides the monetary poverty, the IDH is according to me an indicator to take into consideration because it measures the level of development of a country and includes the life expectancy, the literacy rate, the GDP per capita. It is not enough to have a high GDP, we must contribute to two other factors, because often even if there is growth, it benefits only a minority and a majority remains poor. It is up to governments to act for a better resources allocation. They should more invest in health, work, technical progress, favor the social cohesion, thus contribute to an including growth which consists in making increase the rate of employment, invest in the skills and the training to give birth or to widen the systems of protection social, to reduce the disparities. Furthermore, we need partnerships like Fair trade which consists in working with groups of disadvantaged producers in developing countries, intended to guarantee working conditions and decent pay and encourage the development of production centers, and for a greater equity in world trade and fight poverty.

International institutions can act, help financially, by fixing objectives in poor countries, multiplying conferences as that of the United Nations, increasing agreements conferences such as the UN LDC, or the Rio Conference 92. The BM mission is to fight against poverty by financing projects to reduce it, NGOs Oxfam, Fourth World too. The UN has already established the Millennium. Others, such as UNDP,G20, IMF, WTO, must find new strategies to initiate a long term process in poor countries, working with their internal departments. Cohesion and mutual support at international level is essential.
